With reference to the intention of retiring from the Service, I would add that he should carry out this intention. I would then recommend Mr. May for the post of First Police Magistrate. I do not think it would be necessary under the proposed arrangement that the Police Magistrates should then be barristers. But I do think it most desirable that they should speak Chinese, and although gentlemen with this qualification cannot now be procured, I hope eventually they may be found. If the appointments may be filled from amongst the Cadets who have learnt the language and served an apprenticeship in the courts of the Colony, I should be glad if you would approve of the recommendations contained in this despatch. I would propose to submit to the Legislative Council the Ordinances necessary for giving effect to them.
