Rendered a little rest and change indispensable, the whole business of Supreme Court was brought to a stand still. Instead therefore of appointing a third Police Magistrate I would recommend the appointment of a Puisne Judge to take petty cases at present tried before the Supreme Court in Summary Jurisdiction, off the hands of the Chief Justice, and all Civil cases out of the Police Court, thereby relieving at a very trifling additional expense two overburthened Departments instead of one.

At present there is a chief Magistrate receiving $1,200 a year, and an Assistant Magistrate receiving £700, together amounting to £1900. There are Offices at present filled by Mr. Colledge, a lawyer recently settled by your Grace from the Irish Bar; and Mr. Mitchell.
