The general consideration adverted to above is the reason why the inhabitants deem it just that they should contribute whatever they may be able towards their military defence. But seeing that it must be wholly uncertain in what particular place any of the twenty thousand men serving in the British Colonies may commit a military offence, it appears to be unjust that the Colony, in which that accident may occur, should be called upon to pay out of its local resources for inflicting punishments which, considering the enormity of such offences, are required to maintain the discipline of the British Army.
