Mr. Sterry Phomsett,
R. M., who is now
for
the
second time acting master, and who has proved himself well fitted for
the
Harbor
Master's
port.
Mr.
Rowsett is an officer in the Navy of 20 years standing; and at present commands Her Majesty's Ship "Princess
Charlotte" stationed here as
Receiving Ship.
In March
1859,
the Harbor Master's
department was in the
greatest confusion owing to the death of Mr. Newman and the defalcation of Mr. Sunthorpe.
I applied to Admiral Hope for assistance and he allowed Mr. Rowsett to accept the acting
appointment, which he held with great advantage to the Colony until Mr. Inglis' return in November last.
