The subject, which is surrounded with difficulties, has engaged my consideration for some time. I have been making anxious enquiries as to whether Sikhs might not with advantage be substituted for the natives of Southern India who comprise the majority of the present Force, and for whom the Chinese have no fear;
I am satisfied that the first step towards improvement in the force must be made by the appointment of a thoroughly efficient head.
