This face thinks it well worth considering, whether when the new regulations for the Militer, are completed, more stringent regulations as to the sale of spirits at Kowloon could not be made practicable in Victoria, and which would be preferable to forbidding the sale to one particular class (the soldiers), which he cannot think would succeed and must cause discontent.

But I am to repeat that in a matter of this nature, affecting the welfare of His Majesty's Troops, The Duke of Newcastle is quite prepared to humour the Gov. of Hong Kong in accordance with the views entertained by H.E. the Commander-in-Chief.
