I consider it a matter of much importance for many reasons, and I think it peculiarly requires the attention of the Magistrates, as in my opinion the supervision of the Police over the licensed public houses is extremely imperfect. With reference to the communication of Sir Hope Brant, I fear that even if the Police Force were in a high state of efficiency, which I regret to say it is not, it would be most difficult if not impossible to carry out in a community like this the legislation suggested by him. In my opinion the Military Authorities possess themselves, without further legislation, means for checking drunkenness in their force far beyond anything which the Civil power, even with the aid of more stringent laws than those now existing, would ever be able to supply.
