I do not think that any practicable regulation for, or diminution of, the number of Licensed Houses would materially affect the sobriety of the soldier, because I feel assured that the craving for exciting drink (if existent) would be gratified in some way or other if the Licensed houses were closed to the soldier. - The pleasure attendant upon evading the law in such matters would be certain first to lead to the purchase of the liquor at the Licensed
