23. a means of livelihood and at the same time I believe altogether fail to attain the object in view for I feel sure that such a proceeding instead of lessening the quantity of liquor sold would only tend to increase the profits of the houses that are left in the exact ratio of those that are suppressed.

I have a distinct recollection that some years ago, it was found necessary by the Military Authorities to take steps to lessen if possible the amount of drunkenness among the Soldiers of I think the 59th Regiment, and one remedy tried was that of not permitting Soldiers to enter the Town, Sentries being posted near Keying House, and St. Paul's College to prevent them going farther westward. Whether that proved to be of use otherwise I have no means of stating but, as the practice existed for some time I should infer it was in some measure successful.
