Does not a Canteen system already exist as a purely Military institution? ~ Cannot the Military Authorities control everybody and every dealing in such a Canteen? The most that can be asked of the Legislature is that it should not strain to hinder every nerve of Soldiers from getting drink in other than properly authorised shops or drinking places, the entire management and control of which may be fairly (in my opinion) left to the Military themselves.
