and a Non-commissioned Officer be told off daily to maintain order, and recover any Soldier who was the worse for liquor attempting to enter the Canteen.
In all Cantonments in India the Keepers of spirit shops are strictly prohibited under a heavy penalty from selling liquor to soldiers, Canteens being established in all the Barracks, by Government:- and the shops I propose Your Excellency should license would stand in the place of these Canteens.
I would lastly strongly recommend that the number of licences granted to spirit shops be very much diminished, and that all these shops be in the main Street only, which would render their surveillance both by the Police and Military Patrols more easy.
Should Your Excellency approve of these suggestions, I am sanguine that the result will be a great diminution of drunkenness,
