Republicans to Soldiers; but I concur with the Justices that such measure would only lead to an increased sale of deleterious spirits by unlicensed Chinese, and I believe the Naval Officers entertain the same opinion and would protest against any such restriction in Sailor.
I have given much consideration to this important subject and fear that drunkenness amongst the Troops cannot be prevented by legislation - but I think that much good may be done by providing the Soldier within the Barracks with means of exercise and amusement for both body and mind, and by enabling him to procure there wholesome liquor at a good price.
