My Lord Duke,
I think it right to forward copies of a Remarkable Correspondence with a gentlemen resident in Macao, conveying information, I deem it advisable that Her Majesty's Government be put in possession.
Count Scala, the gentleman in question, is, I understand, a Frenchman, and a political refugee; he is, as his letter will lead your Grace to perceive, an object of some suspicion to other foreign residents in China, by reason of his mysterious requisition of money and his reputed great intelligence.
I am unable to state what his antecedents may be with any particularity, beyond that he has the reputation of talent and intrigue.
He is personally unknown to me.
