I am sure that the wind has been setting during nearly 5 out of the 6 Summer months, and would naturally lead along behind the South-east Promontory in a south-west Direction over Napier's Range.

On the Western shore ample space is available (and within the Cantonment) for the landing of Troops, Commissariat Stores, &c.

A fine Parade ground presents itself, and suitable accommodation may be pointed out in a dozen different places.

I very much fear that if the military plans be adopted in their entirety, the errors of 1843 will be repeated, and an excellent location be divided and ruined by the construction of a Military Cantonment which will be subsequently found to have been established in the wrong place.
