I entirely agree with the first named Gentlemen. that without the South western and Southern portions the new acquisition of territory which we have been so long and so eagerly waiting would be of very little worth to the Colony.

Kowloon at all, and the place must be treated just as Stanley at present. But the Chinese population at Kowloon is considerable; the cases even now before the Magistrate are not infrequent, and much inconvenience to the Military would result, if on the occasion of every complaint wither by or against them, they were obliged to lose a day by crossing the Harbour to attend at the magistracy in Victoria.
