the Military requirements with those of Commerce, except in one small item, a portion of the sea frontage originally included in the demand referred to; and not only is the area and site then proposed, still said to be necessary, but increased demands are made for Drill ground, Military Store Buildings, Commissariat Quarters for Officers not in Barracks, and the absorption of the area intended for the Naval Hospital in the Military Cantonments also.

When these demands are satisfied and a suitable area found for the Naval Hospital there will be nothing left of any use or value for Commercial purposes, the available building-ground being too far removed, say one mile from the sea Coast opposite Victoria, and the remainder of the Peninsula is the rough steep ground referred to by the Commanding Royal Engineer, the low swampy paddy fields, or garden ground, both of no service whatever for Mercantile objects, Sanitary purposes, for the various civil offices, and Public buildings, Gaol, Magistrates Court, Harbour Master's Establishment.

"The extent of building ground demanded for Barracks - Hospital for 250 Patients is 17 acres, 3 roods, 12 perches. Reserved for other Military wants is 3 roods. Land for Military buildings totals 47 acres. The drill ground is proposed on land of no use for any other purpose. For the Military and Commissariat store, Hong Kong would have to retire its claims altogether, and leave the whole Peninsula to be governed by Military laws, if such can be permanently done.
