For the Powder Magazine the site L is well adapted as it is near a landing place, altogether concealed from the sea-harbour and protected by a proposed Military work on the height above it. Plan The whole of the available building ground which lies South of the very rugged hills which extend over the wide part of the Peninsula being required for Public, Civil and Military buildings, and for the residences of Europeans, the parade must be placed on the low ground now principally under cultivation. The valley I' is recommended for the purpose as it is spacious and conveniently situated. An outlay of £2 or 3,000 is required to cut down the Central mound and raise the general site sufficiently above the water level, but this will involve no additional expense as it is in any case necessary to render the neighbourhood healthy.
