Won this question I concur with the Surveyor General and the majority of persons here, that there both in this Island as at Kowloon better places than the one selected by the Military Member of the Committee; and I feel the less hesitation in expressing an opinion upon a subject which does not, I conceive, require any Engineering Knowledge when I review the want of foresight and judgement which has been displayed hitherto by the Military Authorities in this Island in the selection of sites for Barracks.
On the Establishment of this Colony two situations were fixed upon for Barracks, one at West Point, subsequently proved to be one of the healthiest in the Island, and the other that upon which the present Murray Barracks stand. The good site was abandoned
