The proposals of Military Member of the Committee involve the occupation of every available building site in this promontory suitable to commercial purposes (except merely a portion of the San beach) for Military Barracks or Batteries, and the question therefore to be decided in my opinion is simply this — "Is there any other place in every respect equally fitted for a Military Cantonment?" For if not, all further discussion is unnecessary, as all parties agree that a healthy and good situation as can be procured within the limits of the Colony should at all costs be appropriated for Her Majesty's Troops. But if it can be shown that other places would offer in Military and Sanitary points of view equal advantages without impeding commerce, the latter interest is then, I think, fairly entitled to consideration.
