The 1st Three Gentlemen will be admitted once Cadets/Clerks, after Competitive Examination, from amongst Candidates nominated by the Secretary of State.
2. Each Candidate shall be between the ages of ... and ... years, of good character and physique, and possess a good knowledge of English.
3. The examination shall test the Candidate's knowledge of Chinese language and literature, as well as their aptitude for clerical work.
The subjects of the examination shall be:
Chinese language; knowledge of the best methods of conducting official correspondence with candour and respect; and other subjects that may be prescribed with the object of giving an advantage to those who possess aptitude for clerical work.
Candidates who appear may be proved to possess aptitude for clerical work.
