language, I propose certain number of Cadetships be established, the holders of which shall devote themselves for a certain time after their arrival in the Colony solely to learning the language.

I recommend that three Cadetships be at once offered for competition by public examination to the Students of such three or more Schools or Colleges as Her Majesty's Government may select.

That each candidate shall be under twenty years of age.

3. That the regulations for the examination shall be determined by Her Majesty's Government; that a knowledge of Chinese be not necessary, but that a preference be given to Candidates who have proved an aptitude for acquiring languages.
