As regards the first point, those best qualified to judge, are of the opinion that the time occupied by a young man in learning Chinese at home would be, if not altogether thrown away, badly misapplied, as it might be much better employed in obtaining a good general education.

As to the second point, all those who have watched the experiment of the Foreign Office Student Interpreters and whom I have consulted agree that the scheme was completely successful so long as the appointments were made from several Colleges, but that the result has been by no means satisfactory since.
