a scheme for the establishment of Colonial Cadetships - I propose that the Cadets shall devote themselves for a certain time after their arrival in the Colony solely to the study of the language - that when qualified they shall at first be employed as Interpreters - and that after a stated term of Service in this capacity they be considered eligible for promotion to such vacancies as may occur in the Civil Service of the Colony.
