This scheme - the particulars of which will be found fully detailed in accompanying correspondence - has my entire approval.
It proposes to make the teaching of English a more prominent part of Government Schools than it has hitherto been; and I agree with Dr. Legge that it is an object which should be kept steadily in view in this Colony, where the administration of justice is conducted amongst a Chinese population in the English language and according to English Law.
