placed Colonel Haythorne, under orders to proceed with an expedition for three or four days to Heng Shea without having intimated the same to him, an omission most unintentional on my part, I have the honor to transmit for Your Excellency's information an extract from my reply, requesting your sanction to the arrangement therein proposed, viz:- that the Garrison of Hongkong, the Royals, and one company of Royal Artillery should not be moved on any account without the express sanction of Your Excellency, but that the remainder of the Troops being sent out for an Imperial, and not local purpose, should be moved, the Officer commanding reporting for your information the changes being made.
