I have had the honor to receive Your Excellency's letter No.142 of yesterday's date.
I regret much that the length this correspondence has assumed precludes my continuing it with a due regard to Your Excellency's position and my own.
I propose therefore to forward it for the consideration of Her Majesty's Government.
