Stoppage of the works went officially through the Commandant of the Garrison, and upon that order the works were stopped, as Colonel Macmahon duly reported.

Mr May, as a Magistrate, I have no doubt acted in the manner which he conceived to be the mildest and least irritating, but it must not be lost sight of that the case was one that required prompt and stringent measures of repulse for I hope that in no other part of Her Majesty's Dominions an opposition to the lawful authority of the Chief Administrative officer be imagined so deliberate and so persistent.

As regards the permission now applied for, I have to say that my plans were otherwise for the disposal of this ground, but that when I shall learn your Excellency's proposals as to the distribution of the Garrison, I shall be glad to take the whole matter into consideration, and come to a decision on the entire merits.
