I request that Your Excellency will have the goodness to permit the Continuance of the temporary buildings referred to by Mr. May, as they are for the accommodation of the troops now at Kowloon, who are too much crowded in their present huts, and for whom there is no room in Hongkong.

Your Excellency has been misinformed as to the intended movement of troops from this side of the harbour. It may however become advisable to move some more men across when the drafts of Regiments go to the North, and before the hot weather commences.

I beg leave to bring to your Excellency's notice that Mr. May acted in a manner at variance with the established Custom of the Service in sending a body of police to put a forcible stop to the operations of a Military working party. I need hardly point out that such a step is never taken and found to be necessary in any other part of Her Majesty's Dominion, the established channel being through the Officers from Competent Authority.
