I enclose an extract from a note received by me from Colonel Muter, the Officer Commanding the Military stationed at Kowloon.
"I have received a copy of the Colonial Secretary's letter and an order from the Commandant to stop the works and I have written to Colonel Mann to say that I will be obliged to drive away his workmen if he does not order the stoppage of the works."
