On my visiting Kowloon, I found that the works were in active progress. Three days afterward, on the 7th Instant, "all the works and buildings were in full progress and that no attention whatever had been paid to my unofficial intimation that they should be suspended. I visited the range in company with Colonel Murray, the Commanding Officer of the Troops stationed at Kowloon; and was informed by him that the buildings being erected there were for the accommodation of the present European portion of the Hongkong garrison.
