Lordship can give instructions relative to the disposal of the Dead Letters returned from England, better guidance, and that I had apply to the Governor for instructions on this point, which I now beg to solicit.
Such of the Dead Letters which have been returned for the various reasons assigned upon them, in the known handwriting of residents have been handed to the writers without being opened, and such of them addressed in writing which is not known or do not bear any external indication of the writers have been duly advertised.
