the various other colonies

which were

lately

similarly situated to this with regard to their Post

Offices,

so that as much

information may be gleaned from each of them

as may

seem to be desirable

to which may

be added

such additional clauses

circumstances

as may require.

Que inconvenience which may possibly hereafter be

found to be

of grave importance to the Public, that previous to the transfer, the Dead Letters

were

opened in London and

disposed of by being returned

direct from thence to the

writers in Hong Kong, but

from the 1st May last such

letters have been returned

to this office to be dealt with, and as I

possessed no power to open letters of this class, I applied to Sir Rowland Hill for instructions on the subject, to which he replied that, as the control of the Post Office at Hong Kong no longer rested with Her Majesty's Post-master General
