Office to the local Government

on the to May last when

the

powers and privileges of Her Majesty's Postmaster

General in relation to Post Office or Post communications

ceased and

in Hongkong determined, I do myself the honor to submit for the consideration of His Excellency the Governor

whether or not any

necessity exists for passing

such an Ordinance, and

that it should embody

so much

of the acts of

Parliament as are necessary

for maintaining the Post-

Office here, and

for conferring

upon the Colonial Postmaster General the powers, rights,

and privileges which

were

vested in him whilst the

Office

was under the control

of the Imperial Government, together with such additional stipulations as local circumstances may require

and with this view I would

suggest that an application should be made to the Right Honorable The Secretary of State for the Colonies for copies of the Acts passed
