Their opinion to request that His Excellency will be kindly pleased to grant me such term of Leave from the date of the petition March next, as may be deemed necessary for purposes I am about to detail; and that a contract passage to Southampton be obtained for me from the Senior Naval Officer, by the Mail Steamer of that date.

I have the honor to enclose for His Excellency's information a Copy of my letter to His Grace the Secretary of State for the Colonies dated 28th February 1860, together with such of the enclosures as are Official testimonials. The decision of Her Majesty's Government thereupon, by letter from the Under Secretary of State is now in His Excellency's hands.
