In compliance with His Excellency's request I have the honour to forward herewith my suggestions for the course of proceedings adopted in the Vice Admiralty Court in cases of Vessels or goods to be taken from Pirates when the value of the Property taken does not exceed $250.

I must first state that I have had the benefit of perusing the suggestions and forms prepared by the Chief Justice and the Registrar.

It will be at once seen to what extent I have benefited by such perusal - indeed my suggestions are nothing more than an appendix and are only worth notice in so far as they appear to fill up some points of detail which are overlooked or left unsettled.
