Although I do not urge
for excusing my liability to-
the market rents had they been lost by any neglect or oversight on my part, yet I entertain the hope that in considering the question as to the justice of calling upon me to refund this loss, this fact will not be overlooked.
Under these circumstances, and
believing that although His Excellency may not feel himself justified in departing from a rule which he deems so inflexible, His Excellency may nevertheless not object to refer the question of my liability to the decision of the home authorities, I am induced most respectfully to request that His Excellency will be pleased to accord to me this indulgence,
and that I may be permitted to memorialize His Grace the Secretary of State for the Colonies to relieve me from the payment
of a loss which has occurred from no fault of my own and which I have no present means of satisfying except out of my Salary, which, in this very expensive place barely suffices for the support of myself and a large family.
