The accompanying Copies of correspondence with Mr Caldwell and the Incentive Minutes of Council will supply detailed information as to all the circumstances which have avowedly led to Mr. Caldwell's taking this step, and I shall, therefore, confine myself here to a brief statement of the main points of the case.
In May last Mr. Caldwell failed to pay into the Treasury a sum of 2,011 Dollars (about £418), which he had received from different sources of revenue in his capacity of Registrar General, alleging that the amount had been abstracted from the Public chest in his office - He was informed, in accordance with the advice which I
