in great measure must be attributed the exceeding unhealthiness of Kowloon. If the Garrison is in future to be located principally at Kowloon it is absolutely necessary in my opinion that they should not find themselves exposed to this evil; but that the Government by retaining the land in their own hands, should be able to combat this nuisance or remove it, instead of being unable to do either, as they are at present.
