Naval purposes solely - The deep water in a small bay on the Eastern side of the South will be of great value to the Naval Service, while the Military Authorities will have a freer access to the South West monsoon than even could be obtained on Kowloon peninsula itself.
I venture to hope however that there will be no anticipation of the Report of the Commission about to investigate the matter, and also that the War Department will, I believe, eventually moderate their requisition as their original one has been modified by the Naval Authorities.
