I have the honour to represent to Your Excellency the difficulty in which I, as Chief Justice, am placed with regard to the exercise of jurisdiction over Civil Suits arising in Japan. By Letters Patent, dated January 30th 1860, the Supreme Court of Hong Kong is invested with "full Jurisdiction, Power, and Authority to hear and determine all such Causes, Suits, Matters and Things as
