I would suggest, in the first place, that the Summary Course of proceeding which I recommend should be limited to Boats, Vessels, and goods of comparatively small value, say not exceeding $2500 (£50).
First - A Court of Vice Admiralty to be held for the trial of these cases once in every month.
Second - On a ship or goods taken from the possession of Pirates being brought into Port, it shall be the duty of the Marshal to take charge thereof and to give notice (See form No.1) forthwith to the Registrar and to the Queen's Proctor of his having done so, together with a description of the vessel and the estimated value thereof, or goods.
Third, - Should the Boat, Vessel, or goods, or the goods together with the boat or vessel, be of not exceeding $250, the Proctor for the Crown shall enter a claim (form No. 3) for the condemnation of the said Boat, Vessel, or goods, which claim shall describe the said Boat, Vessel, or goods; and he shall cause notice (form No. 4)
