will proceed with them to the investigation of the claims in question.
You will estimate the value of all such claims as would give the claimants a legal or equitable title to compensation, in the event of it being deemed by Her Majesty's Government advisable to remove them from the property so claimed,
you will frame a schedule, shewing the amount and Character of all such claims.
and
You will address to His Excellency the Governor of Hongkong the report of your proceedings, with the schedule in question Annexed thereto; and
you will transmit a certified Copy of both to Her Majesty's Minister in China.
