I have the honor to enclose the copy of a letter of appointment naming D. B. Robertson, Esq., Her Majesty's Consul at Canton, and the Honorable Charles St George Cleverly, Surveyor-General of this Colony, to be Commissioners to investigate the claims of Chinese to property on that portion of the Kowloon Peninsula.
