of them expended in some practical and profitable direction) considerable difficulty would be experienced if the principle were established that the support of any legitimate charitable Institution was a proper application of public revenue.

I think that if the Colony gives to such Institutions from its unoccupied lands free sites it will have done as much as can fairly be expected from it; and that for the rest they should be left to rely upon the voluntary contributions of individuals.
