A most unexpected and radical change in
my state of health has been in progress since the month of May last, and in the opinion
of my Medical advisers, I may now return, without danger to resume my
duties in Hong Kong. I have visited Scotland for the purpose of obtaining the opinion of Doctor Balfour formerly
of Hongkong, in addition to that
of Doctor Birkett, and I now enclose herein
certificates from both. Their decisions, together
with my own feelings of recovered
hopeful health and strength, render me
