May it please Your Lordship,

I hope Your Lordship will grant me a short interview, which cannot fail of being pleasing to Your Lordship, and correct errors which have been instigated by persons at Hong Kong, who are hostile to the perpetuity of friendly relations between England and the United States of America.

Enclosed I have the honour to present to Your Lordship a letter of general introduction which was sent to me by the President of the United States in 1850, a distinguished personage, at the time when I was leaving the States. Since which I have not returned home, but have been travelling round the world, doing what I could to collect information to improve.
