The Lieutenant General Commanding the Forces in China will be able to inform the Committee what proportion of ordinary Garrison can be moved from Hongkong to Kowloon, and what number of troops will be necessary for the defence of the Peninsula, which as being a portion of the main land does not possess the security which Hongkong derives from its insular position.
