In reply to your letter of the 26 ult., I am writing to inform you that I have received a despatch from the Governor of Hong Kong, forwarding a Report and Estimate dated 16 Dec. 1910 for repairs of Culverts in Victoria - Parcel directed by the Engineer Commissioners of Her Majesty. The usual acquiescence is given, and I see no objection to the estimate;
