In enclosing Copies of communications received from the Officer Commanding the Troops China and the General Commanding the Military Forces at Horse Guards on the subject of the inconvenience experienced from Officers arriving at the above Station with large sums of Public Money in Foreign Coin by which a great loss is sustained I am directed by Mr: Secretary Herbert to acquaint you That he considers such questions to be for the consideration of the Lords Commissioners of the Treasury as previously certified in letter from this Office dated 4 July 1859.
