Recently cases of Officers in charge of detachments from England bringing Bank of England Notes which had been given them by the Paymaster of the Corps to which their detachments belonged, taking the most favorable course that can be adopted with these viz. – sending them home in a letter (the usual course) inflicts a loss of £4. a £ on Government, as they have to pay away the dollars at the rate they have bought in the Market at a considerable premium.

I have the honor by direction of His Royal Highness the General Commanding in Chief to refer to you with a request that you will submit the same to the Secretary of State for War the enclosed Copy of Letter from The General Officer Commanding the Forces in China representing the great inconvenience which is experienced from Officers, who arrive there bringing with them large sums of public money in Foreign Coin whereby a great loss is sustained to the Treasury without there being any necessity for such loss as pointed out by Sir Hope Grant.
